Low fps with Gtx 1080ti and i7 4790k

So as of recently I purchased a 1080ti in order to pair it with my 4790k. I was very excited when I finally got it to work. I fired up gta V and to my surprise I only got 60-70 fps (keep in mind that I'm using a 1080p monitor so getting only so little fps is a bit unreasonable). Next I opened Forza Horizon 3. Again the same thing but this time with a bit of stuttering. I checked my temps and if the drivers were up to date and I didn't find anything that could be the cause of this issue. Does anybody have a clue what's going on?
 
Solution
Do you have V-Sync turned on? this will limit the FPS to the refresh rate of the monitor. If it is turned on, turn it off for testing purposes and see what the true frame rate you get in games are. You will see some screen tearing, so you will most likely want to turn it back on.

I had an r7 370 but i am pretty sure that i uninstalled all the amd drivers. Will try to do a DDU tho.
