Random FPS Drops

So in the last week or so Im having problem with my PC. I have random FPS drops everywhere. For example, i play FIFA 17 or Naruto and i have good FPS but and every 3-5 minutes i get FPS drops from 60 to 10 and when I move my mouse it goes back to 60. This started happening in videos as well. I don't really remember when but I think its when I updated my drivers. I tried everything to fix this even downgrading my drivers but it won't stop. Please, help.

Specs:
GPU: MSI GT630 4GB
CPU: i5 2400
RAM: 8GB DDR3

1. CPU on idle is 40 if its 100% usage then its about 45-55
2. GPU on idle is 30 if its 20-100% usage its about 35-50
PSU is 320w and yes i tried to revert to older driver but its not doing anything

PC is 1 year old and I don't think thats bcs of PSU, i mean if I don't get this fixed Im going to buy a new PSU to try that2
