GPU fan spinning at >4000RPM constantly

GPU is RX 550. It's fans suddenly started spinning at 100%, persists after restart. Even at idle, I can't manage to get anything near normal, always over 4100RPM.

Tried setting manual fan speeds in Radeon Settings, somehow, it didn't work.

So... the noise is extremely annoying, and I'm not sure if it's safe to run at these fan speeds. What can I do about it, because nothing seems to work for me xD
 
Solution
Try MSI Afterburner. If it didn't work in Radeon Settings, it may not work in Afterburner, but it's worth a try. Running at those speeds are fine, but not for very long, as it'll quickly use up the fan's life. If Afterburner doesn't work, it's worth contacting AMD and troubleshooting with them. They know the card better than anyone on this forum.
