Older PC not running as it should

Hi. As a new member of this forum I was just wondering if you guys can help me. My set up is a few years old and I feel it's not running as it should. This is the setup
AMD fx 8320
Asus m5a97 LE R2.0
AMD r9 270x 2gb
8gb ddr3 ram (2x4gb)
Toshiba 480gb SSD
650w psu

The pc struggles to run many games above 60fps especially newer ones even when I turn the settings down, with the frame rate dropping significantly at times. Black ops 3 is unplayable even at minimum settings and overwatch only gets around 45-50 with drops to below 15 at times . The cpu temperature is almost always 65-70degrees Celsius . I have Tried a few diagnostic tools to check for hardware faults but nothing showed up. It's running windows 7 and all drivers are up to date.

I was wondering if the keyboard and mouse (steelseries rival and apex m800) could be draining the psu and stopping the other parts from performing as they should

All help or suggestions would be greatly appreciated. Im open to an upgrade if necessary but it can't be too expensive (under £300)

Look no further...upgrading the video card to something with at least 4-6 gig of memory like a GTX 1060 will make a huge difference. The 8320 is dated but unless you want to update the entire PC I would tackle the GPU issue first...2gig is simply unacceptable in todays games...

You didn't mention the make and model of the PSU. The wattage alone isn't an indication of the quality you're dealing with. Are the two sticks of ram identical? What are the frequency for the ram kit? Have you tried uninstalling your AMD drivers using DDU and reinstalling them with the latest version of Crimson?

The processor is a 125W TDP processor and unfortunately the motherboard's VRM area isn't really designed to handle the higher wattage processor. See if you can aim a fan at the VRM area after sticking on some small copper heatsinks to help with heat dissipation.

Your mouse and keyboard would not draw that kind of power as to upset the rest of the system. So you’re good there.

Basing this off of what you have said, I would believe the problem to your graphics card. The random drops in FPS and low FPS all together is usually a symptom of a GPU issue. Or, it could be a faulty or crappy PSU not supplying enough power to it or the CPU.

Download MSI Afterburner and play a game with the program running. After you play, check Afterburner and see what your GPU is doing.

Thanks for replying. I made a slight error in listing the parts it is a 1x8gb ram and and the psu is 700w. The ram is a Kingston kvr 16n11/8 and the psu is an aero cool intergrator 700w. I haven't tried removing and re installing the drivers but the latest version was installed when I put the ssd in 2 months ago and I've kept them up do date.

Ok thanks. Would you recommend the GTX1060 6gb version Or the AMD RX 580?

Hi. Tried afterburner while playing war thunder on very high settings. The gpu core clock was at 1050 and the memory clock at 1400 constantly (both maximum values for the card) and the frame rate was 60 fps dropping to 20-30 fps
