PC won't post after new gpu is installed

So I installed an rx 560 into my pc to replace my gtx 760. My pc won't post now and one of my case fans isn't spinning either. I have read and done everything on the "try these before posting about post issues" thread to no avail. It will turn on but not turn on my peripherals or output to my monitor. Even after I reinstalled my gtx 760 and reseated it multiple times, it still won't post.

The 00 or D0 code means your board is now a brick. That actually means "late cpu initialization"
RMA it or buy a new one. It is, as it seems, a recurring problem with those boards.
If you dont have warranty anymore buy a new one from a different model.

I've already tried that, and it still won't boot. I've tried each ram slot individually with different sticks of ram.

So when I remove the battery, do I turn on the pc once it is removed? Then turn it off and put it back in?

Ok.
You didnt mention your specs, but if you have an integrated gpu, try removing your new gpu and boot without it.
If it doesnt work, I would start everything from scratch. Take everything apart and mount it all over again.
You can also have a dead Mb on your hands.
Another question: no beeps or error codes on the Mb?

Ok I just tried booting without the gpu and still nothing. My motherboard debug leds say 00 and my specs are
I5 4690k
Msi z97 gaming 5 mobo
8gb ddr3 ram
Gtx 760
Cx650m psu
