specify the gpu, 200 series is too vague
also your a8 is not going to let you take advantage of 144hz refresh monitor at all
you will be lucky to hit ~60 fps if you are playing something easy to run

As maxalge said, too vague on the gpu, need an actual model number. 200 series could be a 240 or 290 and there's a big difference.
A better cpu, either ryzen or intel would be preferred. The amd apu's weren't the strongest cpu's, skyrim benefits from higher ipc. A ryzen 3, ryzen 5 or intel i5 (probably even an i3) would perform better. Keep in mind skyrim has a 60fps cap by default, as do many bethesda games like fallout. It's tied to the game time (day/night). You could manually disable that to try for better fps but it may throw off other aspects of the game. A 144hz monitor is generally wasted on skyrim.
