Im looking forward to upgrade my shit pc to a new brand new Ryzen 7 1700 With Asus Rog B350-F Strix Motherboard build. My question is what is the best 16GB RGB ram thats good for my new build. My budget is around 200$. Also I found a good deal that sells that CPU + Mobo for 60$ less. And also should I buy random cheap thermal paste for my CPU? I dont know much about thermal paste.

My Current Pc Specs :

i3-4150
gt 730
VS450
8GB DDR3
1TB HDD
BitFenix Comrade

This'll be great, though you might not be able to run it at the rated frequency - 2933 MHz should most likely work.

Take the combo if you like both components, but don't make compromises just for the sole reason that the parts are cheaper - go with the motherboard you like, but of course don't overspend either. If the combo has both components of your preference, definitely get it.

Don't cheap out on thermal paste - in fact, the Ryzen 7 1700 stock cooler will come with thermal paste applied, so use that and don't buy extra, unless you are going to use an aftermarket cooler. If that is the case, don't buy cheap, buy good...

Bad thermal paste can lead to problems, especially with overclockable chips. You can get cheaper thermal paste that's still good, so don't take this as a minimum requirement. But don't buy those no-name pastes that cost $20 and give you 500 grams of compound.
