windows 7 problem with hp printer

Well do things.
Did you install the HP suite or just a driver? Sometimes if you install the suite it has to make changes to the local profile to give notifications, this could be the issue for the standard user account that isn't allowed to make changes. Try removing everything and installing it with drivers only. Not the software.
Another thing you can do, but this depends on your setup and if you want to do it or not. Give the standard user local admin rights.

Click start, right click on PC>manage>local users and groups>users, double click on the user account, select members of and add the standard user to administrators.
This will give the user full rights on the PC only, not the network/domain.
