Pc won't boot after shutdown unless power plug is removed and plugged back in.

Hello,
The PC works just fine, but if i shutdown, i cannot turn it back on. I have to switch off the main power wait 5 min then switch it on for it work. I have already replaced the cmos battery and also reset bios to default.
Temps under load are below 50 for the CPU and 70 for the GPU. I can play games for hours with no problem but when I shutdown its over. If i try to press the power button the fan will spin for 1 second and then shut off and also a very loud noise will play on my speakers during that 1 second, second press of the button will do nothing. What is the issue?

Core i7 4770k
ASrock z87 extreme 4
16gb ddr3 1600 dominator platinum
Silverstone strider gold series 750W
EVGA GTX 970 FTW
 
Solution
An expensive PSU doesn’t mean a good PSU with zero problems. Everything is prone to damage. I would buy a new PSU and test it out

I dont have another PSU, and no warranty as I have been using it for 3 years already. It was a very expensive PSU can it go bad so easily?
