Is my power supply bad?

I Know that by the time the voltage readings get to the bios they lose a bit due to resistance and so on but my 12 volt rail sits between 11.33 and 12.22 sometimes dropping lower at IDLE.
this is a recent issue and i don't want to run around throwing parts at this.
My current issue is that i seems to operate fine for maybe one to two rounds of a game then locks up to a black screen and the rog logo on the gpu flashes white and red, i have to hard shutdown then restart to get back to my pc. it seems weird though because i can stream video for hours but as soon as there is a load on it it fails

i have heard a lot of anti evg b1 series talk but if my system max draws 100 watts less lets say max draw of 600 watts and i get the 700 should it be fine till i get a better quality psu?
