Ryzen 5 1600 Will Not Overclock

Hey guys, so I just got a new Ryzen 5 1600 CPU, I'm in love with it. At first it overclocked to 3.7 GHZ no problem, then I went 3.9 GHz and my monitor wouldn't display anything upon booting up PC. So I manually cleared bios on motherboard by shorting the CLR CMOS 2 pin header on my mobo with a flathead screwdriver. It worked and my PC was ok again. Now I can't remember at if this point my PC would not let me overclock my Ryzen after clearing bios or if after I logged into windows and unparked CPUs. Also my 2400MHz DDR4 memory could be overclocked to 3200MHz no problem. Now the bios shows 3.7 GHz but everything else like task manager, and control panel shows 3.2 GHz, and games are affected as well. I know for a fact my PC is on high performance mode in power management settings, so right now I'm stuck. Thanks for any help in advance!

System Specs:
Ryzen 5 1600
GTX 1060 6GB
DDR4 2400MHz RAM
GA-AB350M-Gaming 3 Mobo

As stated the CPU initially overclocked fine, but I can't remember if after I cleared my bios or if after I unparked CPUs that it wouldn't overclock.

So at first I was overclocking from BIOS. Except now I found a program called AMD Ryzen Master and in there I made a profile and set the cores to run at 3.7GHz. Oddly enough task manager says my maximum speed for my CPU is 3.20GHz but then it says it's running at 3.7GHz. It seems the program works but my computer just doesn't list it at 3.7GHz.
 
Try to uninstall the program and use MSI Afterburner. It will work with Intel and AMD.

Try a small basic overlock with that and see what happens.

Also you said you reset your BIOS correct? Have you tried going through the BIOS settings to disable all the power saving options? It could be downclocking your CPU.

Just wondering, can MSI Afterburner overclock your CPU? And yes I did reset my bios, but what do you think the power saving settings would be called?
 
Sorry. No I mean MONITOR with MIS Afterburner. it will give you statistics. It can only OC the GPU with it I believe.

I said remove the old software because we want to make sure its not interfering with anything. You can reinstall it later.

There is a few settings.

Look for settings like, AMD Cool & quiet, C6 mode, Global C-States and SVM mode, also disable core performance boost options.

I disabled all those options but nothing helped, it seems I'm tunning at 3.7GHz it's just PC lists it at 3.20GHz.

I have tried all of that and drivers are up to date, I guess I'll just have to live with it, at least the overclock works in games.

i have the exact same problem as the OP.
ryzen 1600,
msi b350 tomahawk
16gb corsair vengeance lpx at 3200(running at 2800 using a-xmp profile , 2933 wouldn't post)
gtx 1080

bios reports the overclock but windows doesn't use it

If it helps it seems using the software "ryzen master" works, but bios wont recognize it as overclocked.
