Currently, my Computer consists of:
CPU:Intel 6700 @ 3.40GHz
GPU: Nvidia GTX 745 w/ 4GB of VRAM (No OC)
RAM: 12GB of DDR3 (Don't Know Clock Speed or Brand)
MB: Whatever the Heck came with the PC (My PC is an Acer Aspire AT3-710-EB51 if that helps)
Storage: 2TB Hard Drive from a Company noones heard of

Currently, it takes quite a while to Render the 1080p 30fps videos (about 20-30 minutes long) specifically, i'd say around an hour to render. My main concern is my CPU hitting 100% usage while doing so. Even during playback it is up there around 80-90%. I know my Graphics Card isn't very good, but i'm not sure if that is the real problem. Any ideas on what should be Upgraded to make it better?

Solution
It depends on which program you are using.

For example, GPU optimized programs are: Adobe Premiere Pro and After Effects. To use them, you'll need powerful GPU. While other programs, like Sony Vegas are CPU optimized and here, you'll need a powerful CPU. Though, there are other programs as well, like StaxRip which uses Nvidia GPU cuda cores to compress/convert video files.

Though, your GPU has poor performance. Here's comparison between it and common GPU used in most 1080p gaming rigs,
