Started Getting Low Fps Today Please Help

So I just opened my pc everything is normal until I opened some of my games They were all low fps.
For example: Dying light was 70fps on high setting (vsync off) , but now its cant get more than 17 fps. every game is like that. They all lower than 30.

I5-6500
Radeon RX 570 - Gpu
16Gb Ram
Prime H270M-Plus - Motherboard
Windows 10

Also cpu and ram usage doesnt go more than %40

Allright so let's see..

1 - What are your CPU and GPU temps?
2 - Have you messed something in AMD Panel settings? if so, try restoring to it's default values and see if it works.
3 - If nothing works, try DDU and do a complete fresh install of your graphics card driver.

Of course. Actually it's very simple to use - DDU also known as Display Driver Uninstaller is a driver removal utility that allows you to complete remove / uninstall any trace of your graphics card driver, sometimes uninstalling through "Windows Control Panel" or any other application out there is not enough to remove every trace of the installation, so DDU does that work for you. To use it just follow these steps -

1 - Download the Utility at http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
2 - Run the utility
3 - Click on "Clean and Restart"
4 - Wait for the process to be completed, after that your computer will be restarted and then you probably will se your resolution messed and WIndows will change to it's default Driver Display it's normal since it uninstalled all files or traces from your graphics card driver.
5 - Go to http://support.amd.com/en-us/download and either select automatic detection to download the driver or manual find your graphics card and download the driver.
6 - Install the driver and see if it still happens.

in DisplayDriverUninstaller It says something about a password will I need something like that? beacuse I dont know thing about a password in my pc

No that I'm aware about it, it shouldn't ask for any password at all, unless your computer has any specific access for different applications, otherwise you just click the button and the utility will do it's job.. are you the Adm of your WIndows Account?
