Repeatly turns on and off with New Motherboard and Power Supply

A beer was knocked into my computer tower hitting the fan and sending liquid inside the tower getting liquid everywhere inside. My computer was running at the time but shut down. I tried to restart it but it turned on for a second then shut down then restarted and then shutdown. It kept doing this until I turned off the power supply. The same thing would happen when I turned the power supply back on. I took everything out, cleaned and dried it then tried again. Same thing. I figured the motherboard was fried so I replaced that. Tried starting it up, same thing. Then I replaced the Power Supply. Same thing, it repeatedly starts for a second, shuts down, restarts, shuts down and keeps doing that until I turn off the power supply. I can't figure it out. Any Ideas?

I will try that and see what happens. But I don't think that will be it. It was the same problem with the other mobo, that is why I got the new one, I thought the old one was fried. I am using the same cpu cooling fan on the new one that was on the old one. And it does spin up when starting. Also the same case cooling fans. Could there be a short in the fan that could cause this? By the way, the monitor never comes on when this is happening.
