Motherboard RGB lights up along with SB Power LED, but that's it.

These parts are all that I have: https://pcpartpicker.com/list/wtVxBP

AMD Ryzen 1600, with stock cooler
Asus - STRIX B350-F GAMING ATX Motherboard
Team Vulcan DDR4-3000 2x4GB Memory
Western Digital 1TB HDD
NZXT S340 Case

This is my very first build, and I thought I've done everything right. I installed everything, plugged everything where it needed to go, and made sure the manual was followed to the tee. I turn on the power supply, and the motherboard lights up its slow transitioning RGB sequence, and I have an SB Power LED lit up orange, but that's it. No CPU fan, PSU fan, or case fan runs. I don't hear any beeping (I might need a speaker for that), no other lights, nothing. Power button doesn't work either.

Everything is connected how it should be. I moved the ram around to see if there was a dead slot, but all of these components are brand new, except for the HDD and mouse. I also tested the PSU power cord.

I tried testing the PSU, but I don't think that went well. Nothing happened except for a twitch in the PSU fan. Is this the smoking gun?

Is the ram incompatible with the motherboard? If not, how can I find whats broken? Is the PSU dead? Is the motherboard dead? Is EVERYTHING dead?

sorry, late at night. Please help. Thank you very much.

I don't have a good camera to do that at the moment, but I can tell you the power light that indicates the motherboard is receiving power is lit, along with the RGB light emblem on the motherboard. The "On" light does not light up. No fans spin anywhere on the build, no other lights light up, and nothing else happens, despite me plugging and unplugging the mobo to peripherals repetitively.

Pretty much the same situation. If I switch the psu off and wait a little then turn it back on the PC starts fine. Also the mouse and keyboard have power under this situation but the power button does not turn the system on.
