MB- Gigabyte GA-78LMT-USB3 AM3+ V X16
CPU- AMD FX-8370 Black Edition
GPU- MSI GeForce GTX 970
PSU- Corsair CX 750M 80+ Bronze
Ram- Kingston HyperX FURY 16GB Kit (2x8GB)
OS- Win 8.1
Streaming program- X-split or OBS
internet is also pretty good at (90.69Mbps Download speed and 12.08Mbps Upload speed)

can i stream with this pc? If so what streaming tool shall i use and what settings?

also depends on the gfx of the game, and the stream settings. 1080p with high settings? i'd say youd have issues, 720, with medium settings should be able to, might have a blurry few seconds here or there. can always try using obs's hardware incoder, might help the stress on the cpu

Cpu to weak it wiill hang a lot.
