Solution
Your processor is bottlenecking the 1060. The most powerful video card you should use with the CPU is the 1050ti and even then its going to bottleneck some. All you can do is reduce the load on your CPU or upgrade to Ryzen. To reduce the load use blackvipers safe desktop to stop windows services. Pick your OS and stop then disable services you dont need. Also use ccleaner to optimize your registry.

Also you could overclock the CPU but its not going to do much. I have a thuban 6 core and its bottlenecking my R9 280 aswell.

The R5 1600 is on par with the 6 core intel 6800K so it is very powerful. The 1500x is a 4 core so best got the 6 core at near the price as both overclock.

Solution
Regardless of having a AMD 6300 cpu you should be getting more then 10-15 FPS. First make sure the monitor cable is pluged into the the GPU and not the motherboard. Second did you uninstall your old graphics drivers before installing the new 1060?
