Can anyone recommend A 60-70 dollar reliable 450 -550 watt PSU for SFF computers.

Your card does not need an aux power lead.
It will run off of the pcie x16 power which is a max of 75w.
If your psu is 200w or more, I would be inclined to try it.

The psu you need is a strange size.
Check the dimensions at the rear of the case.
It might be a TFX format which might work.

Looking at the images I can find. It appears to be a TFX PSU you need.

Note: The PSU I linked does not have a PCIe power connector. I just linked it as an example of the form factor. It is certainly much higher quality than what is in the Dell. I can't find any with a PCIe connector. At least not in the search. Perhaps going through them you can find one.

Be sure to take measurements. Then look at the measurements on the listing. As I am not certain it is standard TFX. It may also require special power adapters to connect to your motherboard.

 
The TFX example shows 225w which is sufficient for a GTX1050ti so long as the card does not need an aux 6 pin connector. Most do not, certainly low profile versions do not.

There is another problem, the GTX1050ti you linked has a cooler that will impinge on the psu.
You need a true one slot card.
I think this might be because the motherboard is proprietary or a BTX format.

I am probably going to upgrade to a bigger case then change my psu and get a gpu will this help me.

It is a non standard motherboard and will not fit any modern case, the mounting holes will not line up.
Possibly you could jury rig something to go into a M=ATX case or larger.

The specs say you have a 255w psu that could handle a GTX1050ti.
But, that card, in addition to being low profile would need to be a single slot card.
I found one, a Inno3D GTX1050ti that would work nicely, but I do not know where you can buy one in the US.

Otherwise, the strongest card might be a GTX1030.

Of course, you could buy a new lga1150 motherboard and case.
Then, your current psu would not fit so you would need a new psu also.

I am probably going to get the Gtx 1030 for now since I am a bit short on cash, and will probably upgrade my computer more next year.
