This has been happening to my computer for a like a week, whenever I turn on my PC neither the CPU fan nor GPU fan seem to be spinning but the the case fans all lit and spin, the monitor doesn't show anything and I don't know the problem here. Also my computer has been frequently crashing when I play games for an hour or so. After it crashes it turns on in the condition that have described at the beginning. The games these crashes and reboots happen on are Batman Arkham Knight and Overwatch.

MY PC PARTS:
CPU: INTEL G3258 3.2ghz(stock cooler)
GPU: MSI GEFORCE GTX 750 TI 2GB EDITION
RAM: G.Skill - Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory
MOTHERBOARD: ASRock - H97M Anniversary Micro ATX LGA1150 Motherboard
HARD DRIVE: Seagate Barracuda 500GB 3.5" 7200RPM Internal Hard Drive
CASE: Deepcool - TESSERACT SW ATX Mid Tower Case
POWER SUPPLY UNIT: EVGA 430W 80+ CERTIFIED (NON-MODULAR)
OS: WINDOWS 8.1

If you have any idea what the problem is, and how to fix it, please respond ASAP.

Solution
Sounds like to me the psu or motherboard is not working properly. And game crashing is because
the computer is most likely overheating. Make sure all wires and cables are fully seated in the motherboard. If you have a spare powersupply use it in your pc and see if the fans that doesnt work turn on. And also make sure your not playing games too high of a resolution that your computer cant handle
