Mouse stuttering/jumping in all games

In every game I play, the mouse jumps and stutters around. I know hundred percent it's not my mouse, because it only occured recently. Every time it starts to jump I have to restart my computer, which is five minutes of waiting. I really want this problem fixed.
 
First need full system specs. It takes 5 minutes to reboot the computer? Seems a bit slow for a gaming setup even with a standard drive. Anything happen with the system before the issue? Update for drivers or Windows? Something get installed or removed? Check temps in the system to make sure it's not overheating?

Here are some specs:
Processor: AMD Phenom(tm) 9600B Quad-Core Processor 2.30 GHz
Installed memory (RAM): 7.00 GB
System type: 64-bit Operating System, x64-based processor
GPU: AMD Radeon R7 200 Series
Storage: Seagate BarraCuda 1TB

Me and my dad built it, and we had a lot of bad luck. The ram, which we found out nearly a year later was causing the problem, was, paired with Windows Vista, causing crash after crash. We replaced almost every part and we couldn't find the issue. After we solved that, we got windows 10. Then, I got a brand new CPU for Christmas and wanted to install it, so we did. Well, tried. It turns out I needed better ram and couldn't install it. I was really unhappy, but later on I got a 1TB hard drive to pair with my measly 150GB drive which had a lot on it already.
My brother, on the other hand, had his run first try and had no problem installing components in his PC. Every part of his computer is better; the GPU, CPU, Motherboard, you name it.

I know it's not an application, and no, it's not overheating. Also, I estimated 5 minutes; I could be off by a lot. I'll time it next time. Thank you for replying.
 
7 GB is a bit of an odd amount of RAM, you want to have the RAM in matched pairs, so you would have 4, maybe 6 GB if you are using two 2GB and two 1GB sticks. Or 8 with two 4GB sticks. You don't need better RAM to change the CPU, not sure where you got that info from.

Seems quite a bit was done to the system, you may want to start clean here, reseat all the RAM, get rid of any extra sticks that may cause it not to run in dual channel mode, install Windows clean on your newest and fastest hard drive.

I did some research, and found something else was causing the problem. A USB which I forgot to unplug had been sitting there and interfering with the game, but thanks for replying.

Now I have a new problem. Instead of stuttering, it skips frames, which doesn't sound much different, but it is. I restarted and it took around 3 minutes before everything was up and running and I was able to launch programs without it taking forever. The problem still remains.
I don't want to re-install windows, I don't think the problem lies that deep. It only started happening recently, it wasn't a thing I knew previously. I'll try to make the ram an even number by removing a stick, and moving some around so they line up in pairs. Thanks!
