CPU problems/ been 4 hours and no help?

I have taken everything out of my case and I'm only running the basics to see what is wrong, and still my motherboard is getting power just my CPU fan is not spinning, and there's no display. Before these problems had happened I was on the road with the computer, a weird piece fell out the computer that I think went to the mobo and said m25 and was smaller then my fingernail.

Should I buy a new mobo?

GPU: Gtx 1060 6gb
Mobo: asrock b150m pro4
CPU: intel I3
PSU: Evga 450B
 
Without knowing what random piece fell out of the motherboard it's hard to say. It could have been anything. Nothing should be falling out of the motherboard.

Have you tried removing the ram and reinserting the stick(s) to make sure they're seated tight? Double check all the power connections, the 4/8 pin cpu power, 20+4 mainboard power cable, power to the drives, gpu etc. Make sure everything is locked in place and fully seated. If it still won't power up it's possible something was damaged, likely the motherboard.
