Speedfan and other CPU temp monitors say my CPU is running at 90-100 C while idle.

Hi, I am experiencing an issue with my CPU. Lately, I have been noticing a severe performance drop on what should be a really good custom PC. I have ran countless tests, changed settings, and even checked the BIOS for stuff. However, nothing has improved. It wasn't until last night that I found out through Throttlestop that my CPU Core is running at around 100 C while idle. Obviously, this would most likely be the cause of such a performance issue, as I should not be able to boil water on my CPU. The CPU is not even a year old and neither is the rest of the computer. I can not figure out how to lower the temp. The heatsink is secured on tightly, and running at fullspeed. Could the heatsink be dying? I don't know, hopefully you guys can give me some insight on how to fix this problem.

PC SPECS:
Intel i5 quadcore 4690 3.5 Ghz
AsRock H97 Pro 4 Motherboard
Nvidia Geforce GTX 970 Graphics Card with EVGA custom fans
Cooler Master Hyper TX3 CPU Cooler
Ares G.skill 2x8GB RAM
Seagate Barracuda 2TB HDD

No SSD because I could not afford at time and have not looked for one now. Remember that the computer is less than a year old.

Is the fan connector connected properly?

The other obvious thing to do is to reseat the CPU cooler. That is remove it, clean off the thermal paste from both the CPU cooler and the CPU using isopropyl alcohol, apply new thermal paste, and secure it in place again. Then check temperatures when using applications.

I actually ended up fixing it. I cleaned my PC of dust and then rotated the Heatsink, reconnected its fan and then it ended up dropping the core temp to 38-45 C. Thanks!
