I currently have a Xeon E3 1230 V2 CPU with your average after-market Cooler with 24GB of DDr3 Ram @ 1333mhz. I also have a GTX1060 6GB OC edtion gpu. I was thinking of doing a big upgrade to a i7 7700k CPU with liquid cooling, Z170 Motherboard and around 8-16GB of RAM.
I play a lot of games fine at the moment but feel limited. I was wondering would switching to this set-up make a big difference to gaming performance.
(I usually play games like Arma3, Rust and Civilization 6)
Thank you

No, it isn't the best idea. You will spend too much money on something that just isn't worth it, mainly because getting less ram is always bad. Also, 7700k has many issues, like overheating, hyperthreading bug (https://lists.debian.org/debian-devel/2017/06/msg00308.html) and Kaby Lake chips are told that they never hit turbo frequency in Linux. And the performance difference won't be too significant, in most cases it will be around 10 FPS.
