Is ISP is throttling me? Need help!

Currently have a 25Mbps 4g lte plan through a rural ISP Sonic. Initially the signal checked by them at my router was 23 Mbps. Since day two of service I now consistently get 10Mbps download and 3-4 Mbps upload. I have called them and when they are "checking" or "reconnecting" me from their end I have gotten 32Mbps as I have been secretly testing while they are checking my connection. As soon as they tell me my connection is good with good signal, tests go right back to 10 Mbps. I think they are throttling my web traffic and online gaming (PS4). Would VPN help to get speeds up? Should I change settings on my Netgear router? (which is one they provided of course). Not sure what to do hoping an internet/tech master can help this novice!

Unless the wiring in your house is the reason you are getting bad throughput, and it doesn't sound like it from your description. Then there is nothing technical you can do to improve your performance. If they are limiting you (which would be unusual) all you can do is complain to customer service or switch providers. Maybe they have a cheaper plan that will give you the same 10Mb for less money.

It isn't a technical problem that you can fix.

It just seems very suspicious that when they are checking connection at their end I can test and get speeds greater than my plans top speed but as soon as they are finished it drops immediately to less than half of what I pay for. This leads me to believe that it is being purposely controlled by them. I had a cheaper plan for "up to 10 Mbps" and max on that was 1-3 mbps. See the pattern. As for throttling I don't think it is that unusual for ISP to do it from what I have been reading about the subject. Unfortunately I live in a rural area and the internet options are quite limited:/
