fps drops in all games

Hey everyone,
I've been getting anywhere from 15-45 fps drops depending on the game I play but it happens on all games regardless. I try to run my games at 144fps but 60 fps if there is a cap. Both times the fps drops are always dropping down to 30-40 fps

I've seen alot of threads, but their answers haven't helped me thus far. I've run Ccleaner to clean my system, I've run malware bytes and virus scans with them saying my system is squeaky clean. I've run data lifeguard diagnostics on both my ssd and hdd using the extended test and they passed. I've checked my temps when running overwatch at 144 and 60 fps and @144 it'll reach 79f and @60 they reach no higher than 65. CPU is on a water cooler and it isn't going any higher than 50f doing the 144fps.

I've boiled this problem down to two possibilities. Either my gpu is starting to go out, but this fps drop is literally the only issue im experiencing so it's hard for me to believe. The other thing i can think of is its the psu going out. Considering my gpu and cpu are both power hungry, I believe my psu isnt consistently feeding them the power they need. My gaming setup is 3+years old so I don't think it's crazy to think one of my components could be going out.

An FPS drop would indicate a cooling/overheating issue. Once the card reaches a certain temperature with the fans running at full, it'll reduce the power of the card to lower the temperature. You can clean the card, reapply thermal paste, or change the throttle setting.
 


This card is one of those that had a badly modified power phase for ocing. There are multiple models out there that have this issue. 1 solution to make it last is to downclock the card but it will only make it live longer it will break anyways.

Like I posted above this card only got somewhat hot when running at 144fps, like in Overwatch, but never reached the throttle temp. Other games, like Dark Souls 3 or Street Fighter 5, are capped at 60fps so my card barely had to try and never broke 65c and yet those games have those drops as well. Even still, I took apart the card, cleaned it, replaced the thermal paste and thermal pads, and the card throttles at 95c and it has yet to come close to those temps. Fps drops still happens though. I bought a CPU water cooler and that never gets hot unless I stress test it at 100% and it takes awhile to get close to hot.

Like in my post, checking temps was the first thing i did, and my temps never reached close to what the throttle temp is for the gpu. It only ever reached 80c when playing a game like Hellblade at Ultra settings with Vsync off. Cpu has a water cooler and its temps never go higher than 60c when playing at 144fps. The 290x going bad is what I'm worried about, but I would believe that if it was going bad then wouldn't there be more signs than some slight fps drops. I will test with my wife's r9 380, but this card uses much less power than the 290x, and the question of the psu drawing less power would still be there. This wouldn't really help anything but we will see.

If that is the case then I wouldnt only just now start having issues with this card. Considering I bought one more than 3 years ago then this issue started up just recently, I doubt this to be the case. I understand graphics cards go out, but as I said, if it was then I'm sure there would be more signs to this card going out than just fps drops in my games.
