I have a Linksys Wi-Fi router at home that is no longer connected to the internet via Ethernet. It still shows up on my list of available networks on my Android with having a strong signal. I also have an LG Android that I have a data plan on but can't use the tethering feature on. Is it possible for me to tether my phone to my PC via the router?

No. The router was not designed to function in that manner.
The Linksys router is not a repeator. It is meant to be the source of your internet.
If you want to increase your tethering from your phone. You would need an extendor or repeater access point that you would join to your phones tether to extend the range.

He was asking if you can tenther your phone to the router to share the connection. The answer is no, the router wont pull internet from his tether and then reshare it out.
