You'll probably want more ram, and a 1060 is more than capable of feeding 60 fps at 1080p. It's a better overall system for 60hz 1080p on the second one. I'd go that route
Yeah, but the difference between 3000, and 3200, for example, is negligible – most games will run 100FPS+ or more at 1080p@60, while his monitor is capped at 60 anyway, so it won't matter, really.
If he can get 16GB 3200MHz RAM for $130, something like G.Skill Ripjaws V Series, he can add the $20-$25 leftover to CPU, Mobo, case, etc.
