My CPU cooler makes a high pitch noise.

I got a new PC a few weeks ago and my CPU cooler Scythe Katana 4 makes a high pitch noise for a few seconds,it comes and wanes and repeats irregularly. Best I can compare the sound of it to is a tuning fork in music, kind of metallic. When i put my finger on the center of the fan it stops and when i release you hear it briefly again. It comes and goes for a few seconds and sometimes it's not there at all or barely audible. I've also noticed that it usually occours when there's a sudden change in the RPM. (e.g. switching from 1080p 60fps 3d gaming to desktop).

The absolute creepy thing is that this is a replacement i asked for because the Scythe Katana 3 i got this PC with did the absolute same thing. And they have the exact same fan, with the same fitting. One more thing I kind of noticed is that it occours usually in a hot room, like 25-27C in summer, but when It's colder like 20C it does much less frequently. It has a kind of resonating sound to it, like when you hit a tuning fork.

Has anyone encountered a similar problem? Or has any ideas what could cause it. Replacing it with a Cooler Master 212 EVO would be easy, as theres only a few dollars difference, it's just i'm not sure the PC shop would let me have another warrantee as this one is already the second and it's an unpleasant situation to go back again and ask for a 3rd. They might even say no as I couldn't demonstrate it in the shop which is weird, it stayed silent in that environment :S. But i have recording of it on my phone:

its the background high pitch noise you hear at 00:00-00:05 and 00:09-00:20 and 00:35-00:44, you can also hear my HDD spin up at around 00:50.

Solution
When I just typed Scythe Katana (because I have never heard of it), a ton of posts about how bad and noisy it is hit my face. You should get the Hyper 212 EVO.

Well I read the opposite. Any other recommendations? They'll just laugh at my face if I ask for another replacement and claim that a different model (though with the same fan) does the same thing. I can't even claim the first one was faulty.
