Decent PC bad FPS

I have a gtx 1070 and i5-6600k(not overcloked) and I have 8 GIGS of RAM. I thought this would be enough to run GTA 5 smoothly on high settings but I was wrong. At first I get good fps but when I start driving the game becomes unplayable my fps goes from 80fps to 20 fps for a second than goes back to 80 it keeps on doing this every 5 seconds. I just wanted to know if this is normal for my specs, thxs

Have you recently defragmented your hard drive?

You should never do that, If you do, GTA will take priorty over things including DWM (Your desktop), xInput (Game Input), and sometimes even your keyboard and mouse, making your PC completely unusable.
