I have a Nvida GTX 1070 graphics card, MSI Z270 gaming M7 motherboard, i7 core, with 16 gb of DDR4 ram but at best I seem to be only getting 30 fps even on the lowest graphics?
My resolution is 1920x1080 and I have been mostly play gta 5, watch dogs 2 and the division
On my old build with a i7-3770 and GTX670 I used to get about 90fps on GTAV and about the same on The Division so you should definitely be getting more. My usual answer: try disabling Windows Firewall and your anti-virus. Close any programs you do not need and check task manager for any secret processes running in the background. If you recently updated graphics drivers, revert back to an older version. Also, check your CPU/GPU temps.

Basically check that you plugged in the monitor to your gpu and not to your motherboard, 30fps on lowest settings in 1080 sounds about right for the igpu of a kaby i7.
