So i built my bro a PC out of some spare parts I have (2gb DDR3, HD 5670 and X2 555), and I believe the cause to be the generic 400 watt Macron PSU that's actually served me pretty well for low power backup PC's, but when I try to start the PC the fans spin gently for a second then stop. If I hold the button all the fans connected to the PC (including CPU and GPU) spin gently but otherwise nothing.
Any suggestions?
