Possibly Underperforming 1070??? (Gigabyte)

Soooo,
Ive had my 1070 for a couple of months now and ive been experiencing fps drops (drops to usually 40 fps) in several games: GTA V, Fallout 4, and the Witcher 3.. I know these games are pretty demanding but a 1070 should be able to handle it right? But right now I want to focus on Fallout 4 as the fps drops are the most prominent. I play at 1080p with all the settings at max, and when i mean max its max, i didnt just click the ultra preset and go. These fps drops dont happen every where just in certain areas. Things ive tried doing: reinstalling video card drivers, rolling back to an earlier driver, scanning for viruses, checking for background processes. Someone pls reply i just wanna get my moneys worth.......
Specs: I7 6700k, 16gbs of ram, z270 asus mobo, gigabyte 1070, h115 water cooler, corsair rm750

No hairworks...should have said. I don't consider that really part of the general settings as it is known to be an unbelievable hog.

I am not with the PC at the moment so can't check everything. But yes, as above, no hairworks, 2560x1080, sits 68-70 fps all day, no issues.

Do note that in big towns I sometimes see 90+ cpu usage and this can knock the frames for a second or two, but that is no fault of the GPU.

See this is my problem, when ever i ask ppl these questions i get very mixed answers. I get some ppl saying they can run the witcher at so and so frames and i just get really comfused. Pls somebody give me a conclusive answer, if u are going to tell me u can play the witcher at 2k pls specify ay what settings, pls dont tell me u just put them at "max"
 
Fair point.

So, all settings at ultra except shadow at high.
All post processing on except blur and sharpen.

That is at 2560x1080 so between 1080p and 1440p. I sit at 68 cap with a gpu usage of 80%. all day.

That's at 2100mhz on the clock at 56c. Palit 1070

W3 is well optimized never exceeding 2.5gb vram and generally sensible CPU

Solution
Oh and FO4 - is a mess. I don't know if people actually got to the bottom of it but something to do with rendering stuff that isn't visible etc. Anyway, I gave up on it long ago but I too had massive drops in towns with the 1070. Can't help you there, sorry.

Seems like y do have a few settings turned down, i tried playing with your config and it surprisingly gave me a 15 feame boost thanks! Maybe i shouldnt max every thing out..... shadows must be a fps killer too


 
Yeah that city will do it. I am surprised with the 6700k as I rarely see drops with my 6600k at 4.4...however it does happen.

I cap at about 70fps (monitor refresh) so don't know what it would sit at. However I have since returned and got a 1080 as something blew on the 1070....
