Minimum requirements: isn't clear for me

Maybe that's the issue.

I had an Asus GTX 650 1GB before, and I now bought a gtx 1060 msi 6GB.
When I tried to turn it on the speaker beeps were 1 long and 3 shorts, after reset just 1 short, and keeps restarting. The monitor is working properly but the screen freezes - during the motherboard logo, the keyboard also freezes, because the scroll lock is on, and i can't turn on/off any other locks.

If You ask, I have the other minimal requirements.
CPU: intel i5 2380p 3.1ghz
RAM: Adata 2x4 GB 1333MHZ DDR3
The PSU has 2x6+2pins(8pins) 600W(it's a Cooler Master B600 ver.2).
MTB: Gigabyte B75M-D3H

I really don't know what does that mean, My psu has too low power, or the motherboard is too old?

Solution
The specs are fine. Try to take out the GPU and boot with the integrated graphics. If that doesn't work try resetting your Motherboard Bios. Also try the 1060 in another system if possible. If the card works and the pc boots with the integrated gpu, a motherboard bios update might fix your problem.
