HELP! low fps

Hello guys, so my problem is that my pc has low fps on cs:go and other games my setup consists out of:
Amd athlon 4x 880k (cpu)
Rx 470 nitro + (gpu)
Asus a88x-gamer (mb)
8 gb hyperx 1600mhz (ram)
1tb hdd drive
So it was good a time had 300 fps on cs at high settings and 80+ fps on rust with mid settings i did already a fresh install of windows 7 two times and windows 10 two times reinstalled the drivers but nothing seems to work idk what to do.

Install OS
Install all chipset drivers.
Install AMD drivers.
Install GPU software and drivers.

In no case do you want default MS / Windows generic drivers...

First use DDU http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Next install the lastest amd drivers ( gpu and cpu)
check you power plan, if is in energy saving mode go to changue options advanced and go to pcie express, pcie links, and set no saving.
Another thing that you can do is download msi afterburning and say if it shows voltage or things like that, try a little downoc (+10) on core just to si if it works, if not, post it!

i did uninstalled the drivers with ddu and installed the latest drivers and did all the things you sayd but its not better what im thinking is that the cpu started bottlenecking the gpu or the cpu is just broken tryed to overclock it but still nothing
