Looking for a new gaming chair, only problem is i have a really low desk(well atleast it feels it). from the metal beams under it, it is roughly 22-23 inches from the ground, now i am looking for a gaming chair that will be able to go under it easily as i am starting to have pain in my neck etc. i would make my desk higher but i have a wood beam right above my desk and am scared it will block my view.

any recommendations for a gaming chair that goes quite low? not fussed about price too much.

Make some measurements to establish a value for "quite low".

Then you can go online and look for chairs that can be adjusted to that value.

Or, better yet, visit some big box stores and try the chairs and the applicable available adjustments.

Can you pull the desk out a bit so the beam will not be in the way? Maybe move the monitor some....

If the current situation is both figuratively and literally a "pain in the neck" further compromises (e.g., sitting too low) may make things worse.

Do some reading on ergonomics: may help you with the decision and selection process. Or other ways to overcome the existing problem.
