New Ryzen 5 1600 PC build with low fps

I recently built a new pc for myself. This is the second time I've built one. The problem is with my new build is that it runs identical to my budget build that I made last winter. It runs CSGO at 80-140 fps, GTA V at around 25-30 maxed out and h1z1 at 40-60fps. Everthing is new in my build except my hard drives which I from my old build. I tried reinstalling windows, deleting old nvidia software.
PC Specs:

CPU: Ryzen 1600
GPU: Msi Rx 580 8gb
Mobo: msi b350 tomahawk
ram: 8x2 300mhz vengence
psu: evga 500watt bronze
Hd: 1tb wd blue
ssd: 240 sandisk

Go to userbenchmark.com and run the bench of your new system. It will check all of your hardware to see if it is performing as it should.

What speed is your RAM running at? Ryzen has had some difficulty getting RAM speed to run right and it sees a big loss when running at lower speeds. But even then, you should be getting more than 60fps on GTA V at 1080p with your system.

Did you overclock the CPU? Could you have downclocked it by mistake? You may want to try clearing your CMOS and starting over in your bios.

i did the test on userbenchmark and my cpu is in the bottom 1% and it did a horrible job. Does that mean I received a broken cpu or installed it wrong?
Edit: Cpu got a 31.9%
Edit: 2 my rx 580 also " Performing way below expectations (8th percentile)" (62.8%)

How do i check and deal with that? It also told me this "Base clock 3.6 GHz, turbo 1.35 GHz (avg) about my cpu
 


Your RAM speed is fine. Ryzen performs better with RAM higher than 3000, but it wont drop it that low. "DDR" stands for double data rate, so you take the 1467 and multiply it by 2 to get 2933 (they drop the 1 over). I think your GPU is fine, it is low because your CPU is not keeping it fed.

Have your checked the temps? Download HW monitor and look at the CPU package temp. You want that number to be below 80C. If it is above 90-95 (I dont know exactly where with Ryzen), it is will thermal throttle. This is a safety feature to the CPU to slow the clock speed to keep the chip from over heating. If it is running in the 90s, then check your CPU cooler. Make sure it is seated right on the CPU and the thermal paste is adequate.

You said that it says base clock is 3.6 and turbo is 1.35. I dont know where the 1.35 comes from. If some how the clocks got changed to 1.35ghz then we know why it is performing so poorly. The base clock for the 1600 is 3.2 and it will turbo to 3.6. If your temps look fine, go to the bios and see what it says the clock speeds are for the chip.

In BIOS my CPU was running at 50c and which hw monitor should I use... link?

I did actually have some trouble while installing the wraith cooler about a month back. Do you think that the use over that time could have damaged my CPU?

As I was unscrewing my wraith spire cooler the backplate fell off from behind the motherboard and it seems as though my cooler is stuck to the CPU.
