Best thing I've found is rubber tape. You can get it at any place like home depot or Lowes in the electrical isle. There's usually a gap between the hdd side and the frame of the drive bay, so when you use a strip of that tape, it gets sandwiched between them with screw pressure. The glue on the velcro when exposed to heat will loose adhesion after a while, and with supported hdds, gravity will soon take over.
Just make sure the hdd bay frame is solid, no loose screws or rivets, if it's screwed down, put some rubber tape between the frame and bay etc. This'll help absorb the vibrations.
End result is you have 10 hdds, you can expect a certain level of vibration when several are working at different speeds and intensities. The only real cure is to eliminate drives by moving the info to a larger drive that's partitioned.
