My Ryzen 1700 is really lagging, help please!!!

As it says above. i Just bought a Ryzen 7 1700 cpu, its in an Asus x370-f motherboard, with 16gb of gskill 2800 ram. I have a 120mm Liquid cooler on the CPU- seems to be fine temp wise.

I have done a fresh install of windows, over clocked to 3.8ghz STABLE, got the Ryzen performance battery plan on, And its on a SSD. A GTX 1050 ti for GPU.

Some of this equipment was in an intel build ( 7500 quadcore and it RAN VERY SMOOTH- the intel was 1 month old before i traded for this~)

My 8 core is 50% FPS in Heros of the storm compared to the intel at the same FREQ.
I cant get ram stable past 2666, but im unsure about properly setting timings in the asus UEFI, as its crazy.( i miss XMP- and lest be honest, im not a pro OC'r). Its set at 2666 for sure however timings are still what ever comp set it at,( to be fair it still runs LAGGY even at stock 2133 settings)

I have ALL updates, windows, bios, asus MB updates ETC updated.

Is there anything else i have missed that could lead to LAGGY SYSTEM,.
Since i have put RAM at 2666 at stock settings( timings) it runs smoother.

I would really appreciate the help if anyone has any INFO( i have also googled, YouTubed this as well and i cannot seem to find help) I even watched JJ from ASUS overclock a 1700x on a ROG board( which is VERY similar to mine in the UEFI)

So i remove the OC from 3.7gz or 3.8 and it becomes buttery FAST and smoothe( includes keeping the MEM OC at 2800)

I have no idea why it does that. Any advice?? I used LLC level 1, voltage for 3.8GHZ was at 1.325( even moved it to 1.29V manual OC) ODD i cannot figure it out.

Do you also get system lags when you OC your chip to (let's say) 3.5 Ghz? Also, have you tested at which OC level your system starts lagging (e.g at 3.2 Ghz, 3.4Ghz, 3.6 Ghz)?

TO be Fair, the Overclock does not BLACK SCREEN, shut down or glitch, and its STABLE- With cinebench and realbench tests. However i get just over 600 on cinebench on overclocks and over 1400 on stock clocks.

Second, i have owned MANY OC'able CPU's in the past, so this is not my first BUILD.

the system gets laggy( about 33-50% of the performance over stock clocks and settings). I was wondering if theres a reason for the lagg.. NOT system stability-In other words, the voltage and cpu are fine,. is there an answer.

And i completly understand Silicon Lottery. I appreciate your help though. Its the LAGG i need an answer with. I am sorry i should have posted that up before. I apologize.
