Laptop Fan is running all the time. Why does it not stop?

I was getting the error of fan to be not working properly from past many months. After few hours of installing Windows 10 LTSB, I noticed fan to be not running, and temperature of laptop cover was too high. I continued using, later laptop shut down automatically (thermal shutdown?). I then asked help in HP forums, they asked me to insert new fan. I brought new fan, and thermal paste (Noctual NT-NH1). I opened laptop covers, but didn't continue to replace fan.

I thought, I would cause electrostatic damage, as I didn't have any tools to avoid it (pad, or wrist band?). I didn't even had IPA Alcohol to clean the existing thermal paste, which would had cost of 200 INR.

I called service person to home from an app, for 200 INR. I thought he would bring all the tools (alcohol and pad/band). He didn't bring anything. He cleaned thermal paste with cloth. He applied around ~ 15 mm length of thermal paste which I had, with greater height above it on one of the chip (gpu?), and covered another chip (cpu?) to what I remember, applied to ~cover everything with greater height. [On the Noctua cover, it suggests to apply paste of ~5mm length at the middle, and suggests it to use the complete syringe for 15 times. It is 1.4 ml in total. I saw this later, after service man went out.]

I asked him, at the beginning to put less, he said it to be for other kinds of models, where paste can make way inside; I didn't ask more, as I didn't know more.

After starting laptop, new fan started running. After few minutes, I observed it to be running frequently. And later started running all the time. Later I checked windows updates. I updated it, fan later stopped running loud. But it is still running now, all the time, at low sound, but why can't it stop?

I am not seeing any problem on the surface, but don't want to leave this by ignorance, if it can decrease my laptops life.

If you can read reports posted above, are you see anything, which may be decreasing my laptops life? RAM is too low: 2 GB; apart from that, do you want to suggest any other modifications to be done to software or hardware. Or do you want me to post a separate post on this, if yes, can you please say on in which category I need to post it?

Before I had 32 bit Windows 8 running on this same 64 bit laptop, and I had certain software needed by me, not launching. W10 LTSB was said in certain forum by giving these reasons as the best of W10:
"Take everything we loved about Windows 7, add the under-the-hood improvements of Windows 8 and 10 but none of the marketing/cloud/phone app/user-tracking crap, and what do you get? Windows 10 Enterprise LTSB edition.
No pre-installed nonremovable junk "apps" (Like Paint 3D, Xbox, Mixed Reality Portal,...) that waste storage space & resources by running in the background, no Edge, no Store, no Cortana.
Default built-in tools like calculator are the same that were in Windows 7.
More control over updates and upgrades; Windows Update is security and hotfixes only - no lame marketing-features being force installed.
No upselling. No "suggested apps", no "Get Skype" button on the start menu that can't be removed, no notification spam to "Try Office 365".
Local account by default
The "telemetry" spying garbage can be completely disabled because LTSB is based on Windows 10 Enterprise.

I wanted to install 64 bit OS. I seem to have made quick decision, without thinking on resources used by OS.

Is my choice not optimal? Now, I am not seeing any program hanging, all are running smooth. I have installed OneNote, Word, Excel, Publisher, OpenLiveWriter, Specy and HWinFo; there are no other softwares. I am using Windows Defender, there are no antivirus programs, and software like CCleaner; I don't know, if I come in need of them and if I install them, whether the softwares are going to stop running smooth or not.

I forgot to say, I have chrome, which I didn't install, but came with Speccy. I am using it now. I will see on whether to stay with it, or to replace itl

I am using task manager to see cpu and disk (hdd?) working. Now, in task manager, it is showing around ~5% cpu, 76% memory, 1% disk, cpu temperature from specsy is ~58-60 degree C, fan is running loud.

After editing certain text above now (after 8 minutes?), cpu temperature has dropped to 50-52 degree C, fan is running, but not loud. Now, temperature of 465GB Seagate ST500LM012 HN-M500MBB (SATA) (is this HDD?) is ~38 °C

Is it optimal to install other OS now, for long life and proper working of laptop? If I install more RAM, would that be enough to run W10?

More RAM would be very beneficial with any OS.
For 64 bit (any)Windows, 2GB is bare minimum, that leaves less than 1GB free for programs and makes for a lot of writing to disk and page file which in turn slows everything down. Don't forget that large chunk of memory is eaten by GPU too. Another, at least 3GB should help a lot.
