So I'm stationed at a joint base and I happen to live on the air force side so I have F22's, C17's, ect. flying over all the time and my mic picks it up. Would it help if I got some of the foam sound panels and placed them on the walls and windows to reduce the noise?

They should reduce noise for sure but your windows are most vulnerable so I would try that foam on them first. If your only worry is microphone, you should look for noise canceling and/directional mikes. They are more expensive but that may be cheaper than protecting whole place.
