Cpu fan maintence

So yesterday I took out my cpu and fan. I put the cpu back in and the fan after. Now the fan makes noise and i had a probably of overheating but today after i cleaned dust out it works. My fan still makes noise and im afraid of overheating again. Now all i have is an intel i-5 4430 and a some "Standard Air Cooling" intel fan. There is copper dudt which i assume is heatsink and no thermal paste. While re attatching my fan i wiped a bit of the heatsink dust off that's why i believed i overheated (my cpu was running at 99 degrees C) i bought some thermal paste to replace it and im not sure if i should wipe the heatsink dust off and apply the pea method to the cpu or just apply the thermal paste. Fyi there is a good amount of the thermal paste on the cpu itself
