Solution

What year and month do you purchase that processor? All Intel processor come with 3 years warranty. In your case, I think CPU is defective. Do you have another 4th gen CPU that you can try it out to see if this is your motherboard? Like an i3 something?

What power option did you set on Windows?

Open task manager > open resource monitor > on the right are there any CPU'S that state 'parked' ?

Download Speccy and tell me your temperature:

What do you mean as for 'parked' and for the temp the average was 40C

Parked is simply another term for 'disabled'. If you paid money for 4 cores you don't want 2 of them to be disabled! ?(if they are).
Go into control panel > hardware and sound > power options > select high performance

I'll say it again - is that idle speed? Based on the temps and voltages it is and that means the speed is as it should be.

Under load (use OCCT) it should jump to it's turbo frequency. At this point, I don't believe you have any problem with your system.

On the picture OP provided, 100% load @ 800Mhz.

It sounds like it may be throttling because of a faulty sensor in the motherboard. I have seen these exact symptoms. To tell disable Intel adaptive thermal monitor in BIOS and see if your CPU returns to normal speed. Don't leave it disabled though because if your cooling fails you will burn up your CPU.

When I launch something it stays at 800 MHz and never moves

I have disabled the thermal monitor to see if it was a sensor but it never went to normal speeds

For me, sounds like there's something serious problem between the motherboard and the CPU. Can you check and make sure all the power cable plug all the way in on the motherboard and nothing loose or missing?

Does your PC getting enough 12V, 3V, and 5V?

Your motherboard only received 11.1v, now that is a big problem. You should not go below 12V or above 12V ( 13V for instance) on your motherboard no matter what.

Can you also run HWInfo64 as well? Having two voltage reports can eliminate software bug.

Hmmmm, your motherboard indeed received 12V, 5V, and 3V from HWInfo64. My last guess is probably either CPU damage or motherboard socket pin damage.

Have you try reset everything back to default in BIOS?

Weird. Even if you disable Turbo Boost in the BIOS for CPU with high performance power option plan enabled on Windows, you shouldn't go below 3.5Ghz stock at all.

Can you run Intel® Processor Diagnostic Tool: https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool-64-bit-

Did you install the CPU correctly, and did you damage the motherboard socket bin at all? Did you do any changes on Windows power option plan at all?

Also, MSI posted this as well: https://service.msicomputer.com/msi_user/support/TechFAQdetail.aspx?formid=3265

And can you try this as well?

-Open the Al suite go to the tab EPU

-Then on performance tab UNCHECK the "Enable Away Mode"

-Do the same on The Power saving tab.

I ran the program and got a pass http://prntscr.com/gavjkq
I did install the cpu correctly and did not damage the socket bin and no to the power plan.
My motherboard does not have a slowmode switch so that doesn't apply to me.
And I thought AI suite was only for ASUS and if not then how do I get there?
