Msi gtx 1070 very low performance

Hello,
First of all my apologies for the bad English! So here comes my problem:
I finished building my gaming pc just yesterday, and installed GTA V today.
I saw some performance video's online, so I thought i knew what kind of performance I could expect. Directly after the installation completed I changed my resolution and graphics settings to 1278x780 and high. Odly enough, I only got 20-30 fps when I ran the GTA V benchmark. I believe this is not as it should. Furthermore I experience similar differences when playing world of tanks. I don't have a clue what is causing those huge differences... The only thing I had to replace for the pc was the power cable between the power supply and the wall socket. I had to do this because I live in Europe, and we don't have American wall sockets. I replaced the cable for an old one, which belonged to an older computer. Could this cause the difference in frame rate i'm experiencing? Please help

Intel core i5 7500
msi gtx 1070 gaming x 8g
16gb ram

i had a slow performance problem like this when i tried to run PUBG on a GTX 960, first of all check the task manger and make sure that there is nothing that is taking your ram and cpu utilization) i updated the gpu's drivers using Geforce Experience, and it fixed the problem
