New build wont post, no beeps, solid red CPU light on mobo. works sometimes?

first time posting here, sorry if this isn't the proper section.

I recently upgraded my entire rig with new parts, save for the hard drive and case, with each new part being only 3 months old. as of two weeks ago, the build has been slowly dying.

it started out where it would begin to load windows 10, then restart in the middle of it, over and over. re-seating the ram and resetting CMOS fixed this, although it could have just been leaving it unplugged for an extended amount of time. fast forward a week later, and now it wont post at all. cant get to bios, solid red CPU led on the motherboard. leaving it unplugged overnight AFTER it failed to boot at least once caused it to work fine the next day. now, that no longer works. ive removed it from the case, re-seated the cpu, heatsink, gpu, and ram, reset CMOS, and am unable to figure out the cause. no beeps from the speaker so nothing to go on. have tried two different PSUs, neither can get it to boot, so i know thats not the issue. fans still spin up and work on the gpu and cpu, as well as the case fans and fan lights when it was still seated inside it. monitor states its not receiving a signal.

at this point it just seems to... work when it feels like it. there is no consistency in when it decides to boot. it will work one way one day and then not the next. have tried different ram configurations, doesn't seem to make a difference. Once i can get it to boot, it works flawlessly, until i decide to turn it off, in which case it is a nightmare trying to get it to boot again. as of this writing i haven't gotten it to boot successfully in two days.

i suspect the mobo is just shot, which would suck considering i bought it so recently, but im not 100% sure, and want to be certain its not the CPU or something else before i spend any money. my old mobo was amd, so i can't use that to test the cpu.

gave it a shot, still no beeps. guess i need to take care of the board.
