Is it ok to overclock an i7-7700k from 4.2 to 4.5GHz without liquid cooling?

Yes, of course. That is one of the best "basic" coolers. As long as your CPU core load temps remain safe, you can use any cooler. Throttle is around 100C. Obviously you will want to stay well below that for everyday use. Check out CompuTronix page for details.
