Weird Clockspeed Issue Regarding Ryzen CPU

I recently have come across a issue regarding my Ryzen R5 1600 CPU and i have no idea if its my PSU or
something else that is doing it

Whenever i check my clockspeed on Hwmonitor or CPU-Z it starts hovering between 3398.5 to 3401.5 mhz even though ive set my cpu to 3.2 ghz for reference. While it doesnt affect in some games, The Witcher 3 shows its issue. While walking around in Novigrad i tend to go from 37 up to 60 fps again and its distracting. Idle temps are between 30 to 40 degrees and at full load its between 61 to 67.

Now i have recently upgraded my ram to 16 gb 3200mhz with Corsair Vengeance. But i doubt that is causing the issue. Im suspecting it has something to do with the Psu, which is a Corsair Cx 500W that ive had for almost 2 years. I still havent come to any solid conclusion what the problem is. Ive had my CPU for 4 months and only encountered it now

Msi Tomahawk B350 Motherboard
Radeon Sapphire Rx 480 Nitro+ 8GB
Ryzen 5 1600
Corsair Vengeance 16GB 3200mhz
PSU: Corsair Cx 500W
Hyper Evo 212
 
A single core turboing 100-200 MHZ higher is normal, and is not related to framerates, which naturally fluctuate massively depending on the complexity of the scene being rendered; naturally, a GTX1030 will slow in busy scenes might slow more than twin GTX 1080's....

So it means its turboing fine, but why does it hover around 3398.5 to 3401.5 mhz. I have never encountered this before during my overclockings. When i set core boost performance off, its usually at stable say 3600 mhz when i do game boost on this motherboard. But now it just jumps between that value.
