I just got recently a $136 Asus gtx 960 turbo 4gb so I can beta destiny 2. I'm good to go for beta testing but I'm curious if I'll be able to play on LOW settings when destiny 2 is released. I don't want to shell out $140-$200+ for a gtx 10 series just to dip my toe into the water for destiny 2. I'm not trying to crank up the settings. I just want to be able to play the game period. So I'm trying to stick with my 960 and avoid spending top dollar by any means possible.

Again, based on what I've been reading, you may even be fine at medium settings (with no AA). This is of course unless they seriously screw something up in the port to PC like Rocksteady did with Batman Arkham Knight.
Betas are not indicators of what the hardware performance will be at the time of game release. Patches, drivers, etc. will all change performance over time. With that said, the hardware demands of Destiny 2 according to Bungie are pretty light. Based upon what I've read, it's going to be similar in performance to Star Wars Battlefront which was relatively easy on PC hardware - another successful console port that didn't get jacked up ported over to the PC.

You don't say what your CPU is, so I'm going just off GPU.
