Computer won't start up, trying to reset it.

So I'm visiting my family and my sister's computer has been having trouble for awhile now. It's just really slow and everything takes a long time to load. I figure it has a virus on it, but everytime I tried going on the Internet to get antivirus sotware it would freeze up, and just never load (or maybe it was my lack of patience).
Well I got tired of dealing with it so my mom just asked if I could at least reset Windows so she can start from scratch. So I put some installation disc in and I was told to change up the boot order in the BIOS. And after I did that the computer just won't turn on!
The first blue HP screen will show up but after that I can't do anything. I've let it sit on the blue screen for awhile and it's not making any progress. I would go back to reset the boot order back to normal, but I can't get to the BIOS either. I can press escape to get to a startup menu, but I can't make any changes there, I have to press escape again to get in the bios but nothing happens when I do. It just stays on that screen.

Any advice will help because I am completely lost. Thank you!

Those are the two screens I could get to. It starts with the blue one and I press escape to get to the startup menu. But once I get to the second screen escape won't do anything. And If I let it stay on the blue screen for too long it just gets stuck on it and escape won't even get me to the next screen.
