Recenty i think my GTX1070 SC is being bottlenecked by my i7-4790k. its at 4.5 GHz. but its watercooled. the temps run at 140F. my GTX is at a similar temp. i get about 110fps on R6S.

And focus on the average fps:

In Metro 2033: Redux you gained an entire 4 fps going from 1333 to 2400

in Warhammer 40,000 you gained 5 fps going from 1333 to 2400

In Tom Clancy's Ghost Recon: Wildlands you gain 0.05 going from 1333 to 2400.

And the above was a best case scenario using DDR3.

Using ddr4 it gets even tighter
http://www.overclockersclub.com/guides/memory_speed_vs_performance_intel/3.htm

In Metro 2033: Redux you gained 0.7 fps going from 2133 to 3200

in Warhammer 40,000 you gained 0.8 fps going from 2133 to 3200

In Tom Clancy's Ghost Recon: Wildlands you actually lost 0.06 fps going from 2133 to 3200.
Ghost Recon doesn't...

Bottlenecked from the CPU or resolution? The CPU preforms about the same in games as a i7 7700K if you are running 2400 DDR3. 1333 / 1600 takes a massive hit so that will impact the FPS. But really it depends on what resolution your playing at, the game and the graphical settings.

The problem is the I'm running 1920x1080. I see people with lesser builds then mine and get more fps. I have DDR3 2x8. I am looking into DDR 4. My poblem is that its SC. Which means I get about 2000 boost clock and still get that fps. Will DDR 4 help fix the problem, or no.

Yeah DDR4 will require a new socket, motherboard and CPU. Like I said before if you don't have 2400 DDR3 Ram, than pick some up. it will be cheaper than getting a new system and you will get the same FPS.

but when comparing 4790K to a 7700K, 2400 DDR3 makes up for being an older generation (In games).

Ghost Recon doesn't appear to care at all about the ram speed.
0.06 fps is within the margin of error.

Just to recap as I said before;

Games using Intel cpu's don't respond drastically to an increase in ram speed.

For Ryzen it's a different story though.
