CPU suddenly severely under-performing

this weekend my computer suddenly had a huge drop in performance- I noticed FPS drops in games, windows would take a while to load, and even had some FPS issues while on desktop.
I thought it might be my GPU but a benchmark test shows a basically non-existant CPU. What could be causing this/how to fix? I keep a careful monitor of the programs I have running and at startup, so I highly doubt it's bloatware...

Solution
I looked it up he disabled Intel Adaptive Thermal Monitor in bios and it worked but like I said you have to keep a close eye on temps while it's disabled or risk your cpu.

I've used cpuid hwmonitor and speedfan. Prime95 and heavyload don't bring the temps over 33 C. (maybe suspicious?)

There's no hot air at all coming from the cpu fan.

There is also an issue with some MSI z170 motherboards where a thermal sensor will go bad and throttle the CPU to .8ghz. I had it happen to me and had to RMA the board. There is a workaround but it's risky because it disables throttling so if it overheats it will burn up your CPU. Look up BD PROCHOT for a bunch of information on the topic if there's not something else that could be going on.

It sounds like I should hope this is not the case. Is there anyway I could confirm or deny this?

My next step is probably to try a clean OS, gona be a pain though.

It's kind of hard to diagnose, you really have to eliminate other possibilities. I just helped another person with this problem and MSI told them to disable something in the bios and it worked but I don't remember what they did. I would open a support ticket with MSI, that's how he was helped and if it is that you will already be started with the RMA process.

That was such an odd fix- thanks so much! Do you think I should still follow up with MSI and try to get my board replaced/fixed? Temps didn't rise above 78 C during the benchmark, or during a short (2 min) HeavyLoad stresstest.
